If you have more money than time, buy a good kit and replace everything. Most people do this. If you have more time than money, take it apart, clean it good, and reassemble it unless you see something obviously wrong like a missing choke plate, float full of gas, etc. Once you get it assembled, put it on the tractor and try it out. If it stops leaking gas, the needle valve and seat are OK and the float is OK. It is pretty cheap to pull it back off for more repair if you like. Like Rusty Farmall said, he replaces everything because he is protecting his reputation with customers.
