From what you are describing I would say that your carb is beyond any help you could give it by making adjustments. I would guess that the float is way out of adjustment or is leaking, the needle valve is dirty and sticking, or the main metering tube has some problems. But, before you get too carried away, you might want to clean and service the oil bath air cleaner, and also make sure that the choke plate is opening fully.
