The first generation fast hitch (Farmall 300-400) can be setup like that. The front of the hitch has its own cylinder that raises and lowers under power. I think its primary function is to level a mounted fast hitch land plow. Anyway, it is not much work to attach a piece of heavy 8-10" channel and do some light grading.
