656 tread width

I have a 656 with a wide front end. My question is where is tread width measured? From the center of the wheels or to the insides of the wheels? My owner's manual says that the tread width should be adjustable from 56" to 80", but with the wheels all the way in the minimum tread width is 62" (measured from the center of the tires). Anyone have any idea why the discrepancy? Thanks, Don
