Thanks to all! It appears mine has been converted to the governor, as it has the notched rod going down the right hand side of the engine. I'm not sure of the make of the oil filter, but it looks very similar to the Purolator on our "H", so it may well be original. I'll have to look to see if I can make out a manufacturer. There is a serial number on the left frame rail up by the radiator, or where the radiator would go if she had one. I wrote down the number last night, but did not bring it with me to work. I'll get it later and see if I can find a serial number listing. Thanks again to all who responded.
