The Bendix should easily return to the "at rest" position. Try tapping on it & use a drying lube (WD-40) to see if you can get it to move. Compression is not great to begin with. How long since it ran? Remove the spark plugs & squirt some engine oil in each cylinder, crank over a few times, replace the sparkplugs, & try again.
