If everything external is OK, and the carburator linkage is OK, then you will have to go inside the governor and figure out what is wrong. It's not all that complicated, the Blue Ribbon Service manual or a parts book has a good illustration of it. I rebuilt one recently and found that the Case/IH dealer had parts available.
