I have a zenith carb on my 66 cub.. I found it to be more or less a hunk of junk.. but rebuilt it anyway. Try starting with the lowest throttle setting possible and see if that helps. My cub runs fine .. has good power and full range of throttle.. but will ONLY start with throttle at minimum setting.. choke or no choke... go figure.. Soundguy
