I just rebuilt the governor on my M this last weekend due to loud bearing noises. The bearings are still available from the dealer but the the governor shaft and weights are no longer available. I'm guessing, You will find that your governor shaft is somewhat worn where the thrust washer has been riding on it for years which wants to make the thrust washer hang-up on the shaft rather than free movement. I took a file and cleaned up the surface on the shaft where it was worn. Incidently, with new bearings, you can't even hear the governor running now.
