Char-lynn power steering

I have a I-H 400 with wide front and 70 jd, both have Char-lynn power steering. Without the loader on the 400, you can turn the wheels setting still but when the loader is on, you can only turn wheels when moving. On the 70, you can only turn wheels when moving. Both can be turned with 1 finger when moving. I know they are both old and weak, but is it usually pump or orbit motor that causes this. Orbit motor on 400 is always wet with oil, 70 is dry but seal leaks a little around the steering wheel side of motor. Both pumps squeal when you try to turn wheel setting still. Is this normal for these older units? Have read posts about hooking into tractor hydraulics on 400 to power the steering, would it help any? Thanks in advnce, Chris
