Well first thing is to make sure that is where the problem is. Pull the vavle cover off and then go from there. If you don't have an I-T manual get one and also check the the gap is set right on all the rocker arms when you have the valve cover off. Has this tractor sat for say 2 months or more?? If it has you should probably fill the cylinders with tranny fluid to loosen up the rings and it will also help with the valves.
