Either the teeth on the starter pinion or the ring gear are badly worn, most likely both. (Not unusual for a 50 - 60 year old tractor.) You might get by just replacing the starter pinion ($40 - $50), but usually the ring gear needs to be replaced as well. A new ring gear costs about $40. Unfortunately you MUST split the tractor to get at it. The good news is once you've got the tractor split removing/replacing the ring gear is simple. And when it's split you might as well replace the clutch disk too - it'll never be easier...
