Brake and Clutch sticking

Hopefully not major, The last time out on the tractor I would hit the clutch and it was causing the brake petals to go down and grab. Any thoughts or past knowledge would be appreciated. (49 M with poor brakes,the left brake is out and the right brake grabs) Thank you.
