686 IH Questions

Here are some questions about the 686 IH I posted about last week. My brother has it home over the weekend to try it out. Here are a couple things we noticed: 1. the steering wheel has to be slowly, but steadily turned to the left to keep the tractor steering straight. Approx. 360 rotation in 1/4 mile at highway speed. Why is it doing that? 2.Can hear a quiet whine noise from the transmission area when moving and not moving. Any reason for concern? 3.I thought it had excessive blowby out the breather, but we discovered it is only when at an idle. When at operating speed, you can't see any smoke from the tube. Is this reason for concern? 4. TA seems to be very good. We are new to IH. I really appreciate any advice you can give. Price is $10,000. What do you think?
