SA Governor

I'm trying to rebuild the governor on my 48 SA. The I&T Shop Manual I have does not show any detail where the speed change lever goes through gov housing. All the parts book shows is a seal and seal retainer on both sides of the housing. When I took it apart there was a seal on the outside only. Shouldn't there be a bushing or sleeve of some kind around in the shaft hole in the housing? The hole is considerably larger than the shaft leaving lots of "wiggle" that the seal will not compensate for. Can anyone help me figure this one out. thanks, bjk
