Well lets start with the belt. On the pulley for the fan you should see slots those slots are part of the way you tighten/loosen the belt. There should also be a set screw and lock nut on that set screw. Loosen the set screw and lock nut and turn the fan hub to loosen the belt and the to tighten you do that just the other way. May take some tapping and a punch to do so. As far as your genny its just telling you that is works. A genny will turn over like a motor if theres no belt on it and on some tactros thats effect is used as a starter also.
