If the info already supplied doesn't get it spinning the way you want it to, the bushings in the starter may be worn allowing the armature to rub on the field poles. 12v will disguise the problem for a while. The copper in the cables should be between 3/8 and 7/16 thick. Thinner cables drop the voltage so much that the starter turns slow. JimN
