It is either the priorty valve sticking or the spring is getting weak or there is a plug between the valves that sometimes blowes out and leaks inside . It has been way to many years for me since i had to work on a 400-450 hdy system to even try and remember just where that stupid plug is But that is what it sounds like as that happened to my buddys 450 way back in 69 and we spent a couple days worken on it and and old timer came by and showed us and we drove in a new plug and all was well we had all the valves out of it and mine stuck the priority valve and i used 400 emery and diesel fuel and cleaned it up and it worked fine .
