It's possible the problem's a vacuum leak meaning draw enough fuel at cranking speed to fire. If that's the case using the choke (or giving it a whiff of ether) while cranking should cause it to start. However my money's still on the magneto. Pull the center wire out of the mag cap, stick a good plug on it then crank the engine and see what kind of spark it throws. A lazy yellow (or no) spark says the magneto's causing your starting problems!
