It sounds like a fuel restriction. You may have some debris in the tank which partially plugs the opening allowing low fuel flow but not enough to power the mower. Siphon most of the fuel out and look in the tank to see if you can see anything. I have had fiberous trash float around in the tank until it plugged the opening during use.
