Farmall B starting and running

Picked up a B with a belly mower that had not been run much over the last few years that is starting hard and lopes quite a bit before she settles down. Appears low on power, no snap. Did the following so far 1. New plugs autolite 386 2. Compression 90 lbs on all 4 cyl 3. plugs pretty black after only a few minutes running 4.Carb cleaned and new kit installed, cant be 100 percent sure everything ok here 5. Rotor and cap look good, did not get into internal of mag yet , spark appears weak to me 6. Suspecting something might be haywire with the governor. Appeciate any advice you guys may have to make this old girl run better so I can cut some grass.
