Gene - Sounds like the alternator is going away. A voltmeter across the batteries should indicate least 14.0 volts with the engine running. Your reading of 13 is too low - the flashing light is further indication something's amiss. I've had a couple fail the same way. In both cases it was the internal regulator gradually failing. For about $12 you can replace the regulator. And it can be accomplished without removing the alternator. However for another $30 - $40 you can replace the alternator with a fresh rebuild containing a new regulator, brushes, bearings, etc. That would be my recommendation!
