You probably have a “band type brake” on your H. The lining may have worn off the band, you may have gotten transmission grease on the lining, or the pivot shaft that tightens the band on the drum may be rusted tight and all you are doing is tightening the spring on the outside of the brake cover more and not actuating the brakes.

I’d suggest pulling the cover off and take a look inside and make sure that all the parts are moving correctly and that the lining is good and dry. If you have to replace the seal on the pinion shaft, you have to take the bull gear off the axle since the bull pinion carrier extends inside the bull gear. I know on an M you can take out the PTO and get the bull gear off without taking the cover off, you might be able to on an H also. Not a fun job, but neither is trying to get the top off.
