I am posting with general ideas only, as I have not seen this unit at all, but hate to see no answers on the forum. First a question, did it shut off before you removed the controls? Assuming it did, the problem may be bent linkage, or clutch components stuck together from being "on" for a long long time. I would get a parts manual and service manual and stare at them for a while, then act. If the clutch/bands or ? are stuck, I would load the PTO as follows: with the engine off (key out)and the reassembled lever in the off position, I would take a splined yoke or adapter that fits the spline and use a pipe wrench with a pipe extender (4-5') to apply considerable torque to the shaft. This may break the corrosion bonding the clutch/bands. Do not tun the engine, or crank it with the shaft locked!!! If it does break loose, it may drag for a while and still turn when running. I'd use an attachment that is PTO driven, and (being sure to be in an open field/area) attach the implement and start the engine. Driving into a load with the PTO off will slip the clutch/bands, and polish them up (maby till they stop turning on their own). If all fails pull it apart and clean it up.
