400 Farmall Power Steering Part III

I took the Control Flow regulator/splitter to a hydraulic shop to check the pressure relief to the power steering. It was relieving at 700 PSI so this was reset to 1200 PSI. The unit was re-installed on the tractor last night. Find following observations and questions:

1) The steering is better. I still can"t turn the wheels with the weight of loader on the tractor and the machine motionless, but it really pulls down the motor and you can hear the relief lifting. Steering is very easy though when the tractor is moving.
2) While motionless and pressure on the steering I noticed that the rest of the hydraulics will not actuate. Is this normal?
3) The tractor has a bail fork on the two point and will lift a 1000# bail easily. So I think the pressure of the pump is O.K. but maybe low flow rate.
4) The hydraulic tank is full. Maybe a little too full because I had fluid coming out of the vent.
5) Does anyone have any suggetions on where to go from here if this is not normal. Could the Power Steering motor be bad and using too much flow or do you think the flow rate of the pump is low?
