All your questions can be answered in one word- "Evolution". Then, as now, products from any company were and are in a constant state of evaluation- with engineers studying them and also getting feedback from the end user. They're looking for ways to make the product, whatever it is, both more user-friendly(like the pto lever), reliable(like the oil filter) and cheaper to produce(switch in carb materials).
