Try opening up the high speed mixture screw on the bottom of the carburetor. Turn the screw CCW (left) 1 turn or so. If the engine will now run at WOT (wide open throttle) adjust the high speed mixture screw in and out to get the engine running at the highest RPM. Now turn the screw out about 1/2 turn extra for power.
