The engine starts easily. While running, the rain cap bounces up and down and will suddenly pop full open then settle to bouncing. This action continues to repeat. It does this in all throttle positions. The stalling starts when I attempt to place a load on the engine. For example If I attempt to start off in 3rd 4th or 5th gear the engine will stall unless I disengage the clutch. The engine has about 2 hours of operation on new points condenser and plugs. All help is appreciated.

Have you checked the governor spring? Maybe it is weak? To me it sounds like some part of the governor linkage is not operating properly.

For the stalling, if you don't find a fuel problem try replacing the spark plug wires. A full set of original style is only about fifteen dollars.
About the rain cap bouncing, I hope that's normal; my H does it at any speed unless there's a load on the engine. Then it stands up straigh.

Try opening up the high speed mixture screw on the bottom of the carburetor. Turn the screw CCW (left) 1 turn or so.
If the engine will now run at WOT (wide open throttle) adjust the high speed mixture screw in and out to get the engine running at the highest RPM. Now turn the screw out about 1/2 turn extra for power.

Sounds like a fuel problem,I would check that first,gas getting through the sedimate bowl,check the fuel line,clean the carb. If it does't stall til it's warmed up could be the coil
