Last Try On Roosa Master Pump.

I have been trying to start my IH 504 after a rebuild but can not get fuel to injectors Here is what I have done. I bled the fuel to the pump. Eventually got fuel into the injector pump and to the return line,(after about 2 hours of cranking and charging the battery repeatedly). At first I did get fuel to the injectors but then it stoped. I took the end cap off the pump and checked the screen to make sure it was clear, it was. I also checked just to make sure the pump was turning, it was. After re-installing the cap I took off the rectangle top over the governor and made sure it was moving and also worked the fuel shut off. Both seemed ok. I turned the motor over to see if any air bubbles came up through the pump. None showed and the fuel level did not rise in the chamber. I tried putting slight air pressure in the tank to move fuel through the pump but it did not help. I checked the lines to the injectors and they are clear. I turned the engine with the a line off but did not see any fuel come out. What next.
