966 Hydraulic Questions...

Just bought a 966 and got it home and dropped it off at the shop Yesterday. Nice straight old girl with 4868 hrs showing. The cab has got to go!!! Question is: the steering is very slugish and the TA is not responsive. Does this have a double pickup in the trans housing? This tractor has been sitting for several years now and wonder if the filters or pickup screens have become clogged? The fluid is full and looks pretty clean but maybe will still be milky when I drain it. Should I pull out the PTO unit and go in there and clean everything out or is there some other things to try or look at first? The 3 pt and the pto seem to operate as normal, The brakes are also sluggish. Thanks for any help
