H tricycle front end question

I'm in the process of reassembling the front bolster after replacing the thrust bearing and oil seal and was wondering what was an acceptable amount of vertical "play" once the castle nut over the sector gear is tightened down. It seems as though the cotter pin will be above the grooves in the castle nut once it is tightened. I may need a washer/spacer above the sector gear to allow the castle nut to remain high enough? P.S. I do have the spacer (under the thrust bearing). Thanks.
