460 problems

A while ago my TA stopped working and someone sugested taking off inspection cover to see if clutch was operating right. Well it releases like it should.So my asumption is the TA itself is bad correct? I also have a problem with the hydrolics. The bucket will not lift much weight. When I bought the tractor I was told to change filter and hydro fluid. I changed it(with right fluid) and there is no difference(level is fine). The rear draw bar lift seems to be fine and the powersteering seems fine.Is ther more then one place to fill? Does it have to be bleed?I can buy a hydro gage and check pressur.Any comments or ideas would be appricated.
