Super A not running

I have a super A tractor that we just rebuilt the moter in. Everthing was done in the moter. New valves clutch,new rings, steped head pistions,new sleeeves, everything was done. The crank was even tuned. We put the moter back in the tractorand the tractor wont start the only thing we havent done was gap the valaves it is getting spark. I dont know if it is getiing gas to the cilenders thought. Because the carb if you leave it on for too long the tractors carbuartor will poor out gas but the carb is new. The only problem I see that could have happend with the moter was from the time we took the moter apart to the time it was at the machine shop then we put it back together when we put the main bering caps back on and the rod caps back on the noches inside the cap both notches face the crank and both noches face each other. I think that is how it goes if I am wrong or anyone has any idea of what it could be I would highly appreceate it I need this tractor for cultivating.Thank you JON.
