IHC 354 Steering wheel removal

Does anyone have a good suggestion on the best way to remove a rusted-in-place steering wheel from my 354? I've tried soaking the connection with penetrating oil and putting loads of pressure on a puller fitted to the two tapped holes in the hub. Nothing moves!! Local tractor parts place suggests eventually having to grind through the hub to get the old one off, then replacing with a new wheel. Really can't heat the connection; steel center is molded into the "plastic" covering that forms the external shape of the unit.
