I doubt it Wayne. Unlike gasoline, diesel fuel does not contain any significant light fraction that can evaporate or “go bad” after several years. However what CAN happen is algae can grow in the fuel and cause it to go “sour” if moisture (condensation) is present. Algae can then plug filters and cause pump/injector problems. A recent experience: I acquired a Kenworth truck (Cummins 855 diesel) that had been sitting idle for 3 – 4 years with a half-filled tank. First I sampled the fuel and found no evidence of algae. Then after replacing the fuel filter and putting in fresh batteries we cranked it up. The diesel started immediately and ran fine on the old fuel. In your case assuming the starter is spinning the engine fast enough, hard starting is probably caused by low compression.
