Farmall M wort crank over

I have a Farmall M that the starter will not turn over all even if jumped from the battery. I took the starter out and replaced it, I also checked the starter when it was out of the tractor and the start works on the bench. When you tuch the starter bolt with a jumper cable you can here it click but it will not crank the engine. And the Jumper Cable gets pretty hot. Any ideas of what I could check. Thanks Pete
