1466 trans hydraulic pump

Once in a while I when I start up my 1466 the steering does not work, or the breaks. If I sit there and turn the wheel back and forth, sooner or later, it will catch and I'll get pressure and the steering and breaks will work. I believe pressure for the steering is from the transmission gear pump. I thought maybe it was loosing prime, (that's what it feels like), so I overfilled the hydraulic oil by two gallons, but it still does it once in a while. Has anyone else had this problem? After it does this its fine until you shut it off and let it sit for awhile. Paul
