If you plan on using the tractor I would recomend removing the head, and having a machine shop reface and or replace the valves and springs. If you are having that big of a problem under the valve cover the valves and seats cant be in much better condition.Not to say that you cant get it running, but using big hammers usually breaks somthing or makes for a temporary fix, just my opinion, Good luck with your project and I hope everything works out for you.
