Well, I rebuilt all three valves plus the regulator valve on my 400 back in October. As I recall, there isn't much to the regulator valve: a strong spring and a couple of pistons. The parts looked fine and all I did was replace the o-rings and gasket. When reconsidering this problem, when you say you must activate a valve to work the steering, maybe this valve is screwed up as the "tractor vet" has mentioned. Take this valve out and see what you find inside. I'm interested in knowing how you fix this problem because it could happen to me also. Stay in touch!
