5thgear on I-6

Have a 49 I-6 with a cab. Can't get it into 5th gear. Pulled the cover and it looks like part of the gear has been machined away. In 5th, one gear looks like it goes inside the other .About half of the one that goes on the inside has been milled away. Its not ground away, like the gears grinding together, but machined, nice and neat.It looks like it was put on a lathe. The outer gear is perfect, so they haven't been grinding together.The tractor originally had a snow plow attached, and was part of a fleet probably belonging to a municipality. Any of you guys ever hear of this being done???
