In that case all I could suggest further is to check the governor spring in case it was replaced at some point with a heavier or shorter one (I think the free length and a tention test spec is in the manual); or maybe the rockshaft lever angle if it is the old type. My 140 has the lever permanently attached (fixed angle), but the earlier governors had a lever that clamped on the rockshaft and I don't remember if it was keyed or just a splined shaft. I think the 140 should have the later type, but mention it in case yours has some swapped parts?

One other thought is are you taking the hand throttle as far back as you can get it? On mine at the moment, full throttle is 1/2 way up the sector, and idle is back past the beginning of the teeth on the sector. What I described last time solved mine, sorry if this is no help. Let us know what you find.
