Governor on IH 140

Someone help me out. I cannot get this thing to idle less than 1000 rpm's. I have had the governor off and cannot find anything wore or broke so I replaced the nylon spacer in it. No help, I have adjusted the governor according to the manual, taken the bumper screw completely out of the governor and I still cannot get it to idle. The Idle screw on the carb is backed completly out so it is not something that simple. If I grab the linkage from the governor to the carb and pull on it with the engine running I can get it to idle but when I let go the rpm's go back up. I have checked all linkages and nothing is binding, the governor for some reason will not let it idle but I don't know what to the problem is. Everything looks good, but I am over looking something.

I just had a similar problem on a 140 I put a new engine in, except it was idling at 1200-1300RPM! Same symptom, I could operate the rod from the governor to carb and it would slow down but had spring tension on it. You need to follow that adjustment proceedure in the manual. ie: with motor off, hand throttle wide open, and throttle valve on carb wide open (if I remember right that's rotated towards the back); remove and re-adjust the length of the rod from the governor to the carb so that it lines up with it's hole with no tension at all. Mine was 3/8" to 1/2" to long.

I have went througt that, everything lines up. That is what has me puzzled about this I have went through the governor adjustment several times and cannot get any change. I have even tried to shorten the rod by 1/2-3/4" beyond the point where the pin goes through to see if it would pull it back to an idle, it will not.

In that case all I could suggest further is to check the governor spring in case it was replaced at some point with a heavier or shorter one (I think the free length and a tention test spec is in the manual); or maybe the rockshaft lever angle if it is the old type. My 140 has the lever permanently attached (fixed angle), but the earlier governors had a lever that clamped on the rockshaft and I don't remember if it was keyed or just a splined shaft. I think the 140 should have the later type, but mention it in case yours has some swapped parts?

One other thought is are you taking the hand throttle as far back as you can get it? On mine at the moment, full throttle is 1/2 way up the sector, and idle is back past the beginning of the teeth on the sector. What I described last time solved mine, sorry if this is no help. Let us know what you find.

Thanks, I will check the rock shaft and if I need to I pull the governor back off and check the spring.

My father bought this tractor about 2 years ago, then it would idle but it would not open up all the way, it would open up enough to use it but that was all. We took all of the sheet metal, tires, radiator and almost everything else off to clean it up and paint it, we did not take anything off the engine except the carb. When we put it back together it would not idle correctly but would open up more. I then tried to adjust the governor and then took it off and could not find anything wrong. It has worked well enough to use for the past year or so. It is a 71 model he bought from the local tractor dealership, not sure where they got it, but who know what parts have been changed in 30 years. I will spend some more time on it.
