Does it have a water pump? If not, it does not need a pressure radiator cap either. Is the fan belt turning the fan well? Is the outside of the radiator filled with chaff? If it has a water pump, is the water flowing well? If not it may just have a stuck thermostat. It should take around five minutes for a cold engine to open the thermostat. Do you see bubbles from a cracked head? Is there water in the oil?
