George, If you're trying to keep the radiator full and are worried about the boil-over, try this: Fill the radiator and work the tractor. The excess will overflow from the radiator leaving the correct amount of coolant in the radiator. As long as the top of the core is covered with water, you don't have a problem. Most cubs I've dealt with or heard about seek their own coolant level which is about 2" below the neck of the radiator. If you continue to lose coolant to the point that it goes below the top of the core tubes, you have a problem. There is no aftermarket water pump for the cub that I know of.
