I think the first thing to do is give it a complete and thorough power wash. That will remove the old caked on crud that will eventually get in the way of anything else you go to do in reconditioning your tractor. It is normal for the front end to wobble in high gear on these old tractors after 50+ years of use. you can recondition the upper bolster by removing the hood and grill (in that order), and then cchecking for end play in the steering shaft. If the thrust bearing is good then the problem is in the sector and worm gear which you can check by removing the inspection plate at the top of the upper bolster. If you're really lucky, you may have a round sector that you can index to a fresh spot in the gears, otherwise you will have to find a sector and possibly a worm gear at a salvage yard or try to find a N.O.S. or aftermarket sector and replace it. Quite frankly, unless you are going to drive it on the road in high gear a lot, it may not be worth the effort as long as it doesnt wobble in the working speeds. Brakes are easy, especially since you dont have disc brakes. You simply remove what you have to to get the covers off the brakes, and remove and replace the bands, making sure you done install the bands upside down. good advise is to have the new bands in hand before taking things apart, that way you dont have to rely on fading memory. White smoke sounds like adjustment issues with your carburetor. I'm not an afficinado at carburetors. I can tinker with them but don't feel qualified to tutor someone else. I'm sure someone else will address that with you, and probably expound on your other issues. There are many parts dealers out there that you can contact and may I suggest that you go to Red Power .com, and browse their links for parts suppliers. It will help you immensly to locate parts. They are out there, you just have to be patient and do some networking. Good luck. It is always heart warming to know that someone takes an interest in keeping these beauties going instead of relegating another one to the fence row.
