General explanation of a cutout relay system. The purpose of the cutout is to prevent the battery from discharging when the tractor is not running. When the switch is On, the relay comes into play to connect the generator to the battery. At idle I would not expect to see anything on the charging side of the ammeter. With any power drain such as lights at idle I would expect to see a discharge. The output of the generator will vary with the engine speed. There could be a third brush set in the generator that permits fine tuning the output of the generator by moving the location of the brushes. These generators are low output and usually there is not a problem of overcharging the battery. Hope this helps.
