IH460 issue with going to more than half trottle quickly.

I was reading through several postings and I read about making sure the ignition advance was working? My IH 460 has a small issue with trying to go to full throttle quickly, it will sputter and fart and refuse to go to full power. Move the throttle slow and it will go to full power and works fine. Question - I suspect that the 460 has mechanical timing advance. How do I test it.
