Chad - You are correct on the governor - it is not "timed" to the engine. Just engage the governor drive gear wherever it wants to go.

The distributor however MUST be timed correctly. If you have the engine front cover off, it's simple: With #1 cyl at TDC compression (TDC with both valves closed), the single timing mark on the cam gear will align with the crank gear mark. Now install the distributor so the mark on the dist gear aligns with the double timing mark on the cam gear (180 deg opposite from the single mark on the cam gear). If you get it right the rotor will be directly under the #1 nipple when you install the distributor cap.

If you don't have the front cover off, you can still install and time the distributor without being able to see the timing marks: Set the crank to #1 TDC compression. (Turn crank to align the pointer on the timing cover with the mark on the crank pulley with both valves on #1 closed). Temporarily install the cap on the distributor and make a mark on the side of the distributor housing in line with the #1 nipple, then remove the cap. Next turn the distributor rotor until it's offset about 15 deg CLOCKWISE away from the mark you just made. Finally slip the distributor into place. As you do the rotor will turn backward (counterclockwise) a bit as it's drive gear engages the cam gear. If you got it right, the rotor will align directly with the mark on the dist housing when the distributor is fully seated. If it does not, remove the distributor and try again, rotating the rotor clockwise a bit more or less before reinstalling the disrtibutor.
