tach-hourmeter for a 424--help/advice

I am looking to get the tach-hourmeter working on a recently purchased 424 gas international. It looks like the flex shaft is free when disconnected from both ends, and the tach appears to be free, but when started the drive end does not turn the flex shaft. What am I looking at for repair in time and money to the distributor gearing that drives the tach? Thanks
