I experienced the same problem on my '47 H. The thrust bearing balls and cage had actually worked into both the upper and lower races. The entire bearing was turning with the spindle. The flange on the felt seal retainer had become a wear surface and was very thin. The spacer under the thrust bearing was worn a bit as well as the shoulder on the spindle. With a new bearing and seal retainer in place, the gear sector tooth centerline was lined up with the bores in the top of the bolster and a measurement was taken for a spacer. It ended up being just under 3/16" thick. Just for fun, when everything was together, a dial indicator went on the top of the shaft to measure vertical play before lowering the front end to the ground. It moved .012" That said, you most likely will have to add a spacer, even with new parts, in order to eliminate all that play. If left as is, your worm gearing will experience severe wear and excessive backlash. Do not be surprised if you see a change in free play at the steering wheel.
